A qualified and experienced project management consultant may hold an undergraduate or graduate degree in one of many various fields of study, and/or have a professional designation pertaining to the field of project management, such as, they may be certified as a Project Management Professional (PMP®) by the world-renown Project Management Institute (PMI®). A project management consultant certified as a PMP® is obligated to abide by and follow the PMI® Code of Ethics and Professional Conduct.

A qualified external project management consultant usually provides expertise on a temporary basis for a professional consulting fee. An experienced, well-trained and certified project management consultant can come into an organization to work with key management and project management personnel to improve not only the performance of important projects, but also to reduce or even eliminate problems which are holding the organization back from fully satisfying customers' or end users’ needs and otherwise meeting the goals of their important projects. Project management consultants sometimes bring their own methodologies to guide the identification of problems, and to serve as the basis for recommendations for more effective and efficient ways of managing projects.
